The urban growth of Rochedale in Brisbane’s once rural green belt on the city’s southern outskirts is by no means over yet.
If a newly revealed $380-million vision goes to plan, another decade of development—notably, including high density apartment living—will be added to its pipeline.
Private developer Kinstone Group has filed a proposal for a masterplan that seeks to deliver a mixed-use “town centre heart” with buildings rising up to 10 storeys.
To be called Rochedale Terrace, it would include a centrepiece 6000sq m park bounded by a two-retail pavilion, 7-storey boutique hotel, a tavern and almost 300 apartments.
The Arkhefield-designed scheme spans a 4ha corner site at 46 West Street and 400 Miles Platting Road in what has emerged in the past 10 years as one of Brisbane’s fastest-growing suburbs.
Kinstone Group general manager Tommy Hung said it was intended the proposed masterplan would be delivered in three stages across the next decade.
“Our vision is to create a vibrant and welcoming destination that celebrates the natural environment and brings people together,” he said.
The Brisbane-based developer's masterplan would provide the final component of the Rochdale Town Centre and Mixed-Use Precinct under the neighbourhood plan.
If approved, early works could start as early as mid-2025.
“The first stage of Rochedale Terrace will deliver a contemporary mixed-use precinct that includes a variety of retail and dining options, a local tavern, and a 75-room boutique hotel,” Hung said.
Under the masterplan, the built form is to be deliberately setback from the street to prioritise the new parkland “as a social and cultural epicentre for Rochedale”.
“The park is the heart of the precinct, from which the retail pavilion and residential buildings will take shape,” Hung said.
He said it would also provide an opportunity to rejuvenate the adjoining creek and create a walkable corridor connecting the broader community.
A planning report deemed the masterplan “a significant suburban renewal opportunity”.
“The proposed development presents an opportunity to establish and provide a vibrant and active open space and entertainment offering to the Rochedale area, which is currently lacking,” it said.
Significantly, it also noted the proposal would provide “the necessary foundation for a high-density living opportunity within Rochedale”.
“At the present time, apartment living in Rochedale is not a feasible option given the lack of services and amenities in the immediate area,” the report said.
“Upon delivery of the stage 1 development, the desirability of the Rochedale Town Centre for apartment living will increase, and the viability for construction of stage 2 and 3 will be achieved.”
Overall, it is estimated 280 apartments would be delivered during the final two stages, as well as additional retail and commercial spaces, outdoor pavilions and landscaping.
“The proposed development presents a transformative opportunity to activate this large vacant site, delivering the missing, yet much needed portion of the Rochedale Town Centre and Mixed-Use precinct,” the documents said.
Hung said the Rochedale Terrace masterplan also would provide much-needed housing diversity and affordable living options.
Other masterplanned communities are being developed by Kinstine Group at Helensvale and Coomera, both in joint venture with Keylin.
It is also no stranger to hotel development with its most recent project being the Novotel South Brisbane.
