Sydney developer-builder Helm Properties has lodged a $26-million proposal to build a three-storey apartment complex overlooking Mosman Village Green in the north shore suburb.
The proposal before Mosman Municipal Council proposes the amalgamation of six lots on Myahgah Road in Mosman to create a site of 2590 square metres.
Five one and two-storey houses will be demolished to make way for the 20-apartment complex. One of the buildings is currently being used as a medical practice.
The plans call for two basement parking levels for 35 cars.
Above that will be two “visually separate” three-storey buildings with a mix of two and three-bedroom apartments. A piazza will run between the two buildings.
A strip of public open space, about 3.75m wide, will link Myahgah Road and neighbouring Vista Street. The developers say they intend to give this to the council.
Ingham Planning, who prepared the application, said the proposed height was well below the 11m allowed in the area, although the floor-space ratio (FSR) was about 14 per cent greater than permitted.
Ingham said the proposal would have “appropriate bulk, height and scale” and, despite the non-compliance, will have “very little adverse impact on the surrounding area”.
The development adjoins the Mosman Community Centre and Art Gallery—a heritage-listed building—which began life as a Methodist Church built in 1915 from a design by Burcham Clamp and Walter Burley Griffin.
Ingham said the proposal had been designed around the heritage listing, with a setback of 7 to 9m—up to three times greater than required by the council.
“The apartments are specifically designed to help address the current shortage of high-end residential developments that cater to a broad range of owner-occupiers looking for significantly larger apartments,” the developer said in the submission.
“The proposal will provide for an increase in the overall quality of built form in the locality and make a positive contribution to the character of the area. It provides opportunities for local older families to downsize to a highly accessible location and for new families to move into the large homes that will be vacated.”
Late last week the council had received more than 20 submissions on the proposal, most of them in support.
Mosman council is expected to make a determination by November.
The affluent suburb 8km north-east of the Sydney CBD has been swept up in the north shore’s development upsurge with a raft of projects surfacing in recent months.
In June, Sun Property Group filed plans for a 34-unit luxury residential and retail project in the suburg.
A+ Design founder Tony Leung designed plans for the at 64-66 Spit Road, which comprises 34 units across five levels and two levels of basement car parking.
