TUD Awards Winner: Excellence in Community Engagement

The third annual The Urban Developer Awards, in association with Construction Industry Solutions (COINS), recognises standout property industry performers from across Australasia.

The awards program is a little different this year: delivered digitally, with the previously held black-tie gala dinner replaced with our extended virtual celebration, Winners’ Month.

Today, we celebrate Excellence in Community Engagement, proudly presented by Wolter Consulting Group.

This award recognises an individual or series of initiatives and/or programs that directly engage with community stakeholders to deliver an economic, social and public benefit.


The finalists for Excellence in Community Engagement are:

About this project

Virtual Moreland provides the community with the tools necessary to provide more informed and relevant feedback to council. Virtual Moreland aims to give the community a sense of empowerment—allowing them to engage with council’s decision-making processes more easily and make an impact on how their city is designed and built.

The detailed 3D model can be used for the community and stakeholders to more easily understand designs and their impact, and provide more informed feedback without the need for extensive planning, architectural and construction knowledge which is sometimes required to understand detailed architectural plans.

The knowledge gained from the Virtual Moreland project has also enabled council to utilise this technology in other unexpected ways such as launching an augmented reality art program SmartARt, which is accessible to the public via any mobile device.

Project details

  • The digital twin 3D Model of Moreland spans approximately 50 square kilometres and is comprised of more than 50,000 individual building models.

  • The council’s custom developed VR, AR and 3D GIS software utilises this 3D data to enable Moreland City Council’s internal departments—Urban Design, Strategic and Statutory Planning to make more informed design and planning decisions.

  • It allows transparent decision-making and improved service delivery for community and development applicants.


A word from the winner...

“Moreland City Council is committed to enhancing the liveability, the affordability, sustainability, of Moreland,” Virtual Moreland officer of Moreland City Council Chris Staring said.

“We can bring in new developments to view them in virtual reality, we can add [city council] projects and take that out to the community.

“They can put on a headset and view it in VR, and get a one-to-one scale feel of those projects.”
