Hume Central Legacy Site Goes to Market

Hume City Council is seeking an experienced developer to activate one of its prime legacy sites within the Hume Central precinct in the heart of the Broadmeadows Activity Centre.

The council is calling for non-binding expressions of interest from developers for a mixed-use development opportunity for Lot E within Hume Central.

Lot E is on the north-west corner of the Hume Central Precinct (approx 3500 square metres).

The council is the major land owner within the precinct, owning five out of six lot—Lot E is the first of the broader precinct development opportunities to contribute to the Hume Central revitalisation.

The Hume Central Project focuses on taking a great central location and transforming it into a vibrant and attractive destination for people.

The development of Lot E will support the council towards realising its vision and catalyse the precinct with commercial and community activity uses and unlock further development opportunities within the heart of Broadmeadows.

Since the adoption of the Hume Central vision in 2014, the council has made significant investment into the precinct through the $25-million redevelopment of Town Hall Broadmeadows, which opened in early October 2019.

The council has also committed to invest in the public realm of the precinct which will not only assist with the development of Lot E but catalyse other development opportunities within Hume Central.

Following the divestment of Lot E, the council is exploring opportunities for the precinct that include expanding the Hume Global Learning Centre and creating a Town Square—developing a new library building, meeting spaces, and a café on the ground floor opening out onto a new town square for community to enjoy.

Providing connected spaces can help bring people together and promote social cohesion. These spaces will be designed to accommodate a range of activities, from outdoor concerts and festivals to quiet areas for reflection and relaxation.  

The objective of the precinct above all else is to create a destination in the heart of Broadmeadows to support community and economic growth.

Economic growth is essential for the prosperity of any area, and Broadmeadows is no exception. By creating new spaces for businesses and service providers, council can attract more economic activity to the area, leading to increased employment opportunities, higher living standards, and more investment in the local community.

There have been extensive projects undertaken by the council to determine the best mix of uses to encourage the activation of the precinct and Broadmeadows as a whole.

The council has conducted thorough market engagement process to understand the future direction of the precinct and has been the catalyst for the proposed uses.

The northern suburbs, Broadmeadows specifically, lacks new office and hotel/short stay infrastructure and has very little in the development pipeline. With this clear gap in the market, a hotel and office building (with ancillary retail) is essential to maximise Broadmeadows potential and leverage on the state significant investment into the area.

Broadmeadows is a stronglocation choice to develop a mixed-use development such as an office and hotel facility, to support the growing population and leverage its accessibility to Melbourne Airport, the Northern State Significant Industrial Precinct and local, services, transport, educational and recreational facilities, and ancillary shops.

The council has undertaken significant stakeholder engagement in relation to its future plans to create a vibrant and active town centre for people to visit, work, learn and connect.

Stakeholders, which include community, local business, partner organisations in education and health, have largely been in support of the project and its future plans.

This EOI campaign is the start of a market process and will be run from April 12with submissions closing at 5pm on June 7. All Expressions of interest information and submission portal can be found through Hume City Council eProcure site.
