Plans have been filed for an Art Deco-inspired six-storey building in Perth’s north comprising 27 apartments above a ground-floor cafe.
The proposal for Inglewood by Property Development (WA) Pty Ltd has been submitted as a Significant Development Application under Part 11B of the Planning and Development Act 2005, seeking approval despite current height restrictions in the Heritage Protection Area.
While the 872 Beaufort Street site is within a Heritage Protection Area that preserves Inglewood’s Art Deco and light classical streetscape character, the developer said the existing 1970s building is not heritage listed and “does not reflect these styles and lacks heritage value, making it suitable for redevelopment”.
Scanlan Architects has designed the building as a “modern interpretation of Inglewood’s heritage Art Deco character”, incorporating contemporary elements with curved arches, perforated panels and vertical garden accents.
The development would replace the 1970s two-storey commercial building on the 1113sq m site, 4km north-east of Perth’s CBD by road.
According to planning documents by Urbanista, the facade would combine glazing, copper-coloured screening and extensive landscaping to create visual appeal and functionality.
The residential component would comprise eight single-bedroom units, nine of two bedrooms, eight of three and two three-bedroom penthouse apartments with private rooftop terraces.
All apartments would feature private balconies with cascading creeper planting designed for shading, privacy and passive surveillance of street areas.
Communal facilities span multiple levels and include an outdoor courtyard with dining areas, barbecues and co-working space on the ground floor, while level four would include a primary communal zone with yoga deck, gymnasium, communal gardens and flexible green spaces.
The 144sq m ground-floor cafe would include alfresco dining extending onto Beaufort Street.
The cafe would have a separate entrance from the residential lobby.
Parking includes 38 car bays and four motorcycle bays accessed via Lawry Lane, and separate service access via Dallas Lane.
Sustainability features target 5 Star Green Star Buildings certification through water-efficient irrigation systems, rainwater harvesting and landscaping including 32 trees integrated into balconies and communal areas.
Acoustic measures would address traffic noise from Beaufort Street.
The development aligns with broader housing measures—the Perth and Peel@3.5 Million framework—that target 800,000 additional homes by 2050.
The application said the City of Stirling required 60,330 additional homes to accommodate 132,740 new residents.
Property Development (WA) Pty Ltd, led by sole director Angela Tilli, secured approval in November for a 226-key Wyndham Hotel at Ascot through the WA Development Assessment Panel.
Scanlan Architects was also the architect behind that 15-storey hotel project.
